Please unblock package python-pynndescent

This package was earlier stuck due to some precision issues on ppc64el.
By the time that got sorted, python3.11 came in and one of its
dependencies (sparks) depended on numba which was incompatible with python3.11
until very recently.

[ Reason ]
It would be great to have this package back to testing and also in
bookworm.

[ Impact ]
Users would loose this package in new release. And there are bug reports
from users on this package so it is not a lost thing.

[ Tests ]
It has autopkgtests which are passing in britney at the moment. It also
runs built time tests.

[ Risks ]
It has only one reverse-dependency which is also out of testing at the
moment. No risk as such.

[ Checklist ]
  [x] all changes are documented in the d/changelog
  [x] I reviewed all changes and I approve them

[ Other info ]
I have not attached any debdiff as this is not in testing and hence no
reference to take diff against.

I've marked python-pynndescent/0.5.8-2 urgent, and it should migrate soon.
