Bug#1052448: kmail: Account Assistant window can be covered by main Kmail window

Hi,

While performing automated tests of KDE with openQA (on openqa.debian.net) it
has been observed that Kmail, on first run, can end up looking like this:

I guess that for a normal user, it's generally going to be obvious that they
need to click the Account Assistant window to get it back on top.

For our automated testing, luckily the 'cancel' button is still visible, so we
get to click on the lower window to get rid of it, and can continue.

Despite that, I'd have thought that it would be better to insist on the account
assistant staying on top.
