This is part of a normal sid upload of a group of closely related packages, in particular with the plasma 5.13 upload, the kdecorations library bumped its soname, that meant a change in the library package name and thus requiring manual intervention of the ftp master team to accept the new package, this caused the window of time were the packages were uninstallable to be larger than usual, but in general, as sid doesn't provide have any kind of checks regarding the installability of its components, there might be a window of time were this partial availability of packages can be seen in the archive.
As such, this is not a bug, but part of the normal sid handling, thus, please avoid reporting this kind of non bugs in the bug tracking system (and consider using the debian-kde mailing list [1] and/or the #debian-kde irc channel to talk about them).
