This is an upstream issue, specific to the way the drag event is handled in 
knotes. Please, if possible, report it upstream in https://bugs.kde.org/ 
(you'll need a bugzilla user in kde.org) and add the upstream bug url to this 
report with the debbugs command:
 forwarded -1 http://bugs.kde.org/show_bug.cgi?id=YYYYYYY

Replacing YYYYYYY with the corresponding kde bug number. You can send this 
command replying to this mail and adding the command in the start of the 
message prepending Control:, as done in this mail for the severity and tags 
change.

As a workaround, you can still use the regular kwin window drag, dragging the 
window while you keep alt pressed.
