Bug#814199: kde-plasma-desktop: panel moves to secondary external monitor and stays there

Dear Maintainer,

On my laptop when I connect my TV via RGB or DisplayPort, all open windows and
panels change screen and are displayed on the TV, even though the primary
display is the laptop screen.

When I disconnect the TV, the open windows return to the laptop screen, but the
panels are not displayed.

If I reconnect my TV, all my panels are displayed on the TV again.

If I enable Unify Outputs, all the panels are visible on the laptop screen, but
only until I disconnect my TV.

Every time after the TV was connected and the panel moved there, I need to add
a new default Panel. After a while I have a bunch of panels on my TV, from time
to time I remove most of them.

I would expect that the panel will stay on the laptop screen. I would expect
that even if a panel is displayed on another screen, when that screen is
removed, the panel would return to the remaining screen together with the
windows.
I would expect an option where I can right click on a panel and send it to any
of my currently attached screens.
