Bug#765624: Please don't recommend kde-workspace

Installing kdm pulls in a complete KDE/Plasma desktop.
The Debian Edu team wants to combine kdm with other desktop shells, as well, but automatic system installation results in full kde installations only because of kdm recommending kde-workspace.
Please downgrade kde-workspace to "Suggests:" field.
