There is no package management GUI by default when doing a fresh Squeeze KDE
install.
Please provide one (I know it should be kpackage, but IMHO synaptic or
kpackagekit should be a better solution).

kpackage is no longer in Debian. Now that 667703 was addressed, a fresh
Debian KDE install includes a package manager, i.e. Synaptic. If KDE
would be installed on an existing Debian install by installing
kde-standard, no package manager would be installed, still. However,
this is the approach we use for KDE metapackages and tasks. Metapackages
only install KDE applications. One could install task-kde-desktop to get
Synaptic. The whole situation of metapackages versus tasks probably
needs to be revisited at some point.
tasksel includes Synaptic in task-kde-desktop since version 3.10.
