Bug#702215: UDD: bugs.cgi: RT tags are "mashed" together without a space/separator

Hi,
In the query [1], it can be seen that the "RT tag" column does not
properly separate RT tags. E.g. for bug #555168, which has both a
squeeze-can-defer and a wheezy-can-defer, the resulting HTML for that
cell is:
"""
<td>squeeze-can-deferwheezy-can-defer</td>
"""
It would be nice and a bit easier to read if there was a space or
another separator between them.
