Bug#930663: Raising severity of apt-1.9.0 bugs to serious



Control: severity -1 serious

We're about to start the APT transition, which means failure to
build against the new apt is becoming a serious issue.

Of the bugs this email is sent to, openscap requires further work,
see the diff:

apt-xapian-index, apt-move, and kthresher should not require any
additional work over that given in the original bug report.

To test the changes, you can build against apt 1.9.12 in experimental,
or for Python scripts, test with python-apt 1.9.8 from experimental.

If the changes don't make it in before the transition starts, I'll
upload NMUs to take care of it.
