This is a new installation on bookworm.

Establish queue:

  lpadmin -p testq -v tea4cuos:// -E -m raw

Add to /etc/cups/tea4cups.conf:

  prehook_test : touch /tmp/TEA4CUPS-TEST

Print:

  lp -d teatq test.txt

Outcome:

  TEA4CUPS-TEST does not appear in /tmp and an error_log snippet as for the
  bug submitter is recorded.

Conclusion:

  The package is non-functional without python3-requests as a dependency.
