Scanning problems are not the easiest to debug, but a couple of aspects
should be clarified. Firstly, there is no connection between the printing
and scanning functions of a device. They are separate processes. One can
work and the other not.
Secondly, the MFP M277DW does Bonjour broadcasting. All that is need to
scan is sane-utils and libsane-hpaio (both without their recommended
packages). Neither hplip nor avahi-daemon is required, It would be great
if such an environment were set up to test the existence of the problem
reported.

Seeing log1 and log2 might provide a clue.
SANE_DEBUG_DLL=128 scanimage -L 2>log1
SANE_DEBUG_DLL=128 scanimage > image.pnm 2>log2
My /etc/sane.d.dll.d/hplip has "hpaio". /etc/sane.d/dll.conf has only
the line "net" (the other backends are not required). saned.conf is
effectively empty.
