Hi,

I'm filing my relatively big policy change as a bug now. It's not hard for
me to maintain two separate branches, but since nobody voiced any negative
opinions on it, Manoj recommended that I go ahead and file this bug.

The most up-to-date version is available at

	http://www.srce.hr/~joy/policy/

There's SGML, HTML, tarballed HTML, diff -u and diff -wu output there.
