Perhaps we should consider as a policy that source packages should be
distributed with all `configure' and `Makefile.in' files ready and
prepared, if this is not evidently the case already.
dpkg 1.4.0.19 not only requires gettext, but also automake in a
version higher than the one in stable (which 1.0, dpkg requires at
least 1.1), and especially with unstable/ depending on libc6, one ends
up compiling quite a lot before getting to compile dpkg.
This, I believe, should be taken only as an example of why the above
mentioned policy suggestion could be a good thing. I do not consider
it a serious problem for a package in unstable/ to have quirks like
this. This is after all why it is labelled as such (there is also a
core file in the dpkg 1.4.0.19 source package).
I suggest that any further discussion on this matter is moved to
debian-policy. I am CC'ing that list now.
