You have a *directory* as basis-link?
That explains why it doesn't find the libs because OOo does rely on
basis-link (and ure-link) to be there and pointing to the right direction...
Now to find out why that doesn't work, openoffice.org-common has it
as a symlink, and every extension does '-env:UNO_JAVA_JFW_INSTALL_DATA=file:///usr/lib/openoffice/basis-link/share/config/javasettingsunopkginstall.xml' but
I'd be surprised if it created the dir itself....
Hmm.

That this file exists is normal, but it should be in /var/lib/openoffice/basisX.Y/share/config/javasettingsunopkginstall.xml - and what you mentioned
normally is a symlink to there...

Every extension install does (and OOo itself has it in openoffice.org-common:
# dpkg -L openoffice.org-common | grep unopkg
/usr/bin/unopkg
/usr/lib/openoffice/program/unopkg
/usr/share/man/man1/unopkg.1.gz
/var/lib/openoffice/basis3.1/share/config/javasettingsunopkginstall.xml
/usr/lib/openoffice/basis3.1/share/config/javasettingsunopkginstall.xml
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
symlink to /var

OK.
