octave depends again on sundials



Hi,

Thanks for making sundials 4 available in bullseye!

As a consequence, I have restored the dependency of octave on sundials.

In the future, whenever the SOVERSION of sundials changes, please
coordinate with the Debian Octave Group before uploading the new
version of sundials to unstable. It should rather be staged in
experimental, before asking us whether we are ready for the transition.
Since octave is currently the only reverse dependency of sundials, I
guess it is not strictly necessary to ask for a proper transition slot
from the Release Team.
