cmdliner 1.0.0 uses topkg for building

Hi,

I looked into updating the cmdliner package for the new upstream
version 1.0.0. This new version uses topkg
(http://erratique.ch/software/topkg) for building and it seems
that the documentation is generated with odig
(http://erratique.ch/software/odig). I can neither find topkg nor
odig in Debian.

One could probably hack around the missing topkg with a
customized ocamlbuild command in debian/rules and drop the
documentation (which is available online).

IMO, a proper solution would require packaging topkg and, in the
long run, also odig. What do you think?
