This is the same as #794586, but the exposed interface is different
(#794586 uses the SOURCE_DATE_EPOCH environment variable for passing the
date).

Why do you say it would be more intrusive? It seems to me that the patch
from #794586 does that and is not so more intrusive...
I've already applied the patch from #794586 (and uploaded it to
experimental yesterday). Both patches could be applied, but is this
-man-date really needed if we already have SOURCE_DATE_EPOCH?
