Bug#792657: ocaml-ctypes: needs update to ctypes 0.4

More information: ctypes >= 0.4 needs findlib >= 1.5.

Experimental has findlib 1.5.5. While it should theoretically work with
OCaml 4.01.0 (from unstable), I refrained from updating findlib in
unstable because it involves changes in the packaging and I suspect the
OCaml < 4.02 / findlib >= 1.5 combination (i.e. with the compatibility
layer to the new "Bytes" module) is not well tested (I might be wrong).

To summarize: I was waiting for the OCaml transition [1] to happen
before updating ocaml-ctypes.
