<mark@hindley.org.uk>'s contributions and after exchanging some emails
to get to know them a bit better, I agree with the other advocate that
Mark Hindley <mark@hindley.org.uk> can and should indeed be a Debian
Developer, uploading right now.  I was an advocate for this
application, but after discussing with front desk and DAM we decided
to go forward.  My advocacy focused on good communication of
cross-package issues, and on why I thought DD made sense even though
Mark is not a DM.  I entered the AM process with no preconceived
notions for P&P and for most of what we cover in T&S.

As AMs we look to see that we can trust an applicant, that an
applicant accepts our philosophy and procedures (and understands them)
in their Debian work, that they have the skills to contribute (and
know where they need help), and are motivated to contribute.  Mark has
been maintaining packages for Debian since 2007, but hasn't maintained
a large number of packages.  However Mark has been heavily involved in
a derivative, has encouraged upstreaming of changes, has worked to see
that happen, and has worked to facilitate that both within Debian and
within derivatives.  When you maintain your own instance of dak and Britney, understand large chunks of our ecosystem enough to keep a fork working, you have the skills to be a DD.  (Mark's packages are in good shape and he did a great job of talking about the trade offs in maintaining them).
Mark is interested in continuing to contribute to Debian, and I think he's reached a point where being a DD would facilitate that.
