If your AM does not respond to your emails, I believe the next step is to contact the NM Front Desk <new-maintainer@debian.org>. Be aware that having the Front Desk unassign you from your current AM will mean more waiting, since there are more applicants than there are AMs to handle them; so if you can get your existing AM to come out of his hole, this is probably the best for you.
