v4l2-compat is to LD_PRELOAD for v4l2 compatibility so I don't
think it should be in a dev package but rather go into libcamera-tools
or even a separate package. Since it needs to be preloaded it doesn't
need to be in generic /usr/lib/<arch> either but could go into a
libcamera specific directory. (at least that's my understanding of how
it is used).
