Bug#983554: inkscape: Measurement path effect scale inaccurate after changing display units in document properties



The linked issue is similar. From what I found from my search, this
issue is related to:
https://gitlab.com/inkscape/inkscape/-/issues/1746

and the issue you linked above. Both of which can also be replicated
with a new installation of inkscape from the debian repos.
