I had the same problem with kodi 18.9 and libva from debian multimedia repo and in debian buster with kodi and libva from debian mutlimedia repo. I didn't tested debian buster with kodi and libva from standard repo.
Its hard to tell when it started happening because its only when using skip forward on some recordings from tvheadend, most of them are working fine. It's the same when i try open .ts file or watch it using kodi-pvr-hts addon.
