/var/cache is usually for temp files (that may remain for long...)
so if package cron task download things in /var/cache, I do not see
that as an issue while it does not prevent tool from "working". Program
should detect that no xxx files are present and ask user to download
files the expected way to place them in /var/cache/package_name

Package *purge* should however delete all /var/cache/package_name
related stuff

So in package itself, nothing should be in /var/cache/package_name, you
should juste get directory created empty with appropriate rights
