RFS: r-bioc-singler

Andreas went on a sponsoring spree this evening. He fixed the
r-bioc-hdf5array build issue and uploaded to new everything from the
spreadsheet's SingleCell tab that was on salsa, RFS out or not. That was
amazing. There is IMHO only one true way to thank him for this. which is
this RFS for the top "workflow" package SingleR
(https://salsa.debian.org/r-pkg-team/r-bioc-singler).

It suggests two packages, scran and scRNAseq - and, well, I'll have a
look. The package installs and imports fine as it is.
