Accordingly cloning the bug report for pycrc as it must not ship that file either. And cloning it a second time as wishlist bug report against Lintian so that these cases get caught much earlier. Might be implemented as extension of python-module-has-overly-generic-name (as the module name seems the empty string in that case ;-) which so far already catches cases like e.g. /usr/lib/python3/dist-packages/doc/__init__.py.
