I went looking to the tag page of this after your message in #930679,
and I noticed a number of qt-kde packages, like akonadi-calendar version
418.08.3-1.

Those packages using
/usr/share/pkg-kde-tools/qt-kde-team/3/debian-qt-kde.mk are false
positives, as they (eventually) call `dh` I'm not sure how to properly
categorize them, if using `dh` or their own buildsystem, but they
shouldn't emit this tag.
In particular, I didn't check what classification tag they emit.
