Bug#931426: lintian: check that runscript directory has "run" script

Dear Maintainer,

please add check, that if package provides runscript directory
(/etc/sv/<foo>), then /etc/sv/<foo>/run is present and executable.

Usually this is handled by dh-runit, but recently I discovered bug in
dh-runit, that under some circumstances creates /etc/sv/<foo>/<foo>/run
instead. It would be nice to add additional safety check via Lintian.
