No.  I would also recommend that we reconsider doing this via lintian atm.

While dh_missing is included in the sequence (in all compat levels), it
is a noop (also in all compat levels) unless you specifically enable it.

Technically, I suspect that dh_missing can use some more testing "in the
field" before we start recommending it for archive-wide adoption like this.
  Finally, I would like to enable it via a compat level (probably compat
12) rather than have everybody sprinkle 3 lines of magical boilerplate
code in their rules file.  Especially since dh_missing is always a no-op
for some specific cases.

(FTR, I love the idea of getting extra quality checks in debhelper
enabled by default.  I just do not want to roll them out too early and
preferably they should be as "simple" as possible for the consumers)
