Hi,

it'd be nice if I could suppress specific tags globally in my
~/.lintianrc by being able to use e.g. suppress-tags or dont-check-part
in there.

I've got two use cases for suppressing tags globally because I run into
them regularily;

* Known issues in lintian, e.g.  https://bugs.debian.org/732246 with
  rc-version-greater-than-expected-version. I don't want to use
  overrides here because I'd get an unused-override warning as soon as
  #732246 is fixed.

* Disagreeing with the reasoning (e.g. debian-news-entry-uses-asterisk)
  and hence ignoring the tag anyways. There's a subtle difference
  between this and adding an override. An override usually means that
  it's a false positive -- which is not the case here.
