Bug#841475: False positive outdated-autotools-helper-file with dh compat 10

Hi,

I use dh compat 10 with a package that has very old config.{sub,guess}
files:

Since dh with compat level 10 run autoreconf and the autotools addon by
default, I think the lintian warning is a false positive.

I've dropped explicit Build-Depends on dh-autoreconf or autotools-dev,
since those are pulled in by debhelper (>= 10) now.
