Bug#600866: lintian: Check for watch file with template lines

Hi!
I am starting to see source packages (that are on our archive) with watch files
that are basically 95% equal the template created by dh-make.
It would be nice if lintian could somehow catch watch files like that.
For example, having the template header is unnecessary for the watch file:
# Example watch control file for uscan
# Rename this file to "watch" and then you can run the "uscan" command
# to check for upstream updates and more.
# See uscan(1) for format
Like having all the other examples also commented:
# Uncomment to examine a Webserver directory
#http://www.example.com/pub/package-(.*)\.tar\.gz
