No, I just didn't remember that.  :)

That bug is somewhat talking about two different things, but yeah, it came
up there as well.  I think it might be worthwhile to have two separate
bugs.  At the time, I felt like having everything have a file was a good
idea, but over time I think I may have changed my mind.  I think it may be
worthwhile to add to Policy special exceptions for quilt and dpatch used
in the bog-standard way, since they're so widely used, and only require
the file for everything else.

But it definitely needs broader discussion.
