Bug#494400: lintian: shlibs-declares-dependency-on-other-package check is buggy

I can't find any libc6 in experimental on ftp.us.debian.org, so I may be
missing something, but looking at the source to Lintian:

the only time I can see this could happen is if the package version is <<
2.8.  Could that be the case?

What Lintian does internally is ensure that the package (= <version>) plus
the Provides of the package satisfies the dependency declared in the
shlibs file.
