Bug#394419: lintian: Not-stripped error doesn't mention policy section and isn't needed with nostrip

Both lintian and linda report unstripped binaries as an error.  That's good.
However, they also do this when DEB_BUILD_OPTIONS contains nostrip.  I don't
think that is needed.

Also, a link to the relevant section in the Policy would be nice (10.1 and
10.2).
