Please downgrade package-has-a-duplicate-relation to a warning. Dependencies
may be added as a result of automatic variable substitutions such as
${misc:Depends} and ${shlibs:Depends}, and they may even be platform-dependent,
so it's not possible for the maintainer to manually sort them out beforehand.
Still, it's reasonable to point out possible honest mistakes in this area, but
if it were a warning, it would make it clearer that it is OK to override it.
Perhaps the associated informational message could be amended to say that in
certain cases duplicate relations may be OK.
