Bug#274154: apropos: many "unknown subject"

I'm not sure what to do about all these
$ apropos .|fgrep '(unknown subject)'|wc -l
107
and that's just on my small installation.
Mostly they assume "NAME means just name" when they write their man page.
Should one instead file bugs against each offending man page, saying,
e.g.,
Subject: mimedecode.1.gz: NAME not complete
Severity: minor
File: /usr/share/man/man1/mimedecode.1.gz

Because NAME is not complete, your page produces "unknown subject":
$ apropos mimedecode
mimedecode (1)       - (unknown subject)

(Maybe lintian could check this too, if not already.)
