Files with unknown license



Hi,

Currently coinutils [1] is shipping files in
'/usr/share/coin/Data/Samples/', this has been going on for the entire
lifetime of the package, since June 2008. During this time the files has
been assumed to retain the license of the rest of the package, EPL-1.

Upstream has done some changes in which files being shipped in the
tarball, we now have to get them from a separate repository [2]. The
intention was to introduce this as a separate package, by working on this,
the issue with which license the files was under became evident.

Upstream don't know which license the files has, as such, they have left
them unlicensed, the license file has this at it's top:

> The following license terms apply to the Data-Sample build system
> (configure*, Makefile*, etc.).
> 
> Eclipse Public License - v 2.0

Reading Debian policy 2.3 it seems that these files can't even go into
non-free, since they are missing license and copyright notice.

I'm not sure if it would help to have these files in non-free, but it
would be nice to know what our options are regarding the license, or lack
of it.

I have just uploaded a new version of coinutils to experimental where the
files in '/Data/Samples/' is removed. They are used during testing of
several of the coinor packages, so expect some breakage because of this
change.
