Bug#996974: Include GVE driver module in cloud kernels for stable

Please include the GVE driver (CONFIG_GVE) with latest commits in the stable
cloud kernel image releases for arm64 and amd64. This may be a backport request
- we need this module to be present in the stable packages, not unstable.
