Bug#994215: Enable CONFIG_FSL_MC_UAPI_SUPPORT

Please enable CONFIG_FSL_MC_UAPI_SUPPORT ("Management Complex (MC) userspace support") for arm64.
This is needed to manage the onboard network interfaces on LX2160A-based boards such as the SolidRun HoneyComb LX2. Without this configuration option the onboard network interfaces can only be used in the state it is handed over to Linux by the bootloader. In practice this means that while e.g. lower speed interfaces may be set up, the faster SFP+ or QSFP28 ports could be left deactivated and thus not usable.
