I have tried to debug this further and am a bit confused. It
looks as if USB HID support is completely missing in the armhf
installer builds. The input-module list for armhf at

shows:

  #include <input-modules>
  usbhid -
  usbmouse -
  usbkbd -

So USB HID support is explicitly excluded from the input-modules
udeb for armhf although it would normally be included.  This has
been done in commit 55058170 in September 2013, so USB keyboard
support shouldn't have worked for ages, but I am rather sure to
have done test installs of locally-built d-i versions on armhf
with a USB keyboard in 2015.

also indicates that this has worked for somebody else in August
2015.

The only explanation that I can currently imagine is that HID
support was perhaps compiled into the kernel in earlier versions
or the modules got pulled in as part of a dependeny chain during
the kernel-wedge run nonetheless, so that blocking the inclusion
of USB HID support into the udeb wouldn't have had any effect.

I'll do a test build with usbhid included into input-modules, but
that will take some time.
