They are taken from the same .mo files which are used for C programs,
normally in /usr/share/locale.

Try this:

#!/bin/sh
TEXTDOMAIN=fileutils
echo $"group number"

I obtain this:

número de grupo

(because I have LC_ALL=es_ES in my environment).

You will find more information about creating .mo files from .po files in
the gettext manual.

Also, you will find (I hope) more information about the exact search path
for .mo files in the libc manual (maybe).
