I agree about the hardware cost being problematic, we could try to contact some vendors about that issue, one of them told me they give some equipment to universities.

Some GNU Radio developers have shown me some very specific SDR transceiver designs and I've started building a wiki page about them[1] (see links at bottom)

The next step would be to write up a spec for packaging such flow graphs and making them available for instant use on Debian Live.  This is probably something that could be done on wiki.debian.org

Personally, I don't have time to fully cover this myself but if other people are interested in collaborating on it I am happy to chip away at some pieces of the puzzle too
