Sort of.  I'm not yet a DD or DM, so allowing me access to collab-maint for 
chirp will require a signed email sent to nm@debian.org stating:

  "Please accept the request of Christopher Knadle account name cknadle-guest
   to join collab-maint. We are going to work together on the chirp package."

I'm using git-buildpackage for the packaging work I'm doing with chirp, using 
a 'debian' branch and no 'master' branch (based on comments you made during 
one of the Debian talks), but I'm not (yet) familiar with what's required to 
push git-buildpackage changes to a remote repository.  [I've done this with 
Git, just not with git-buildpackage yet, and I've been told that there are 
some quirks in doing this with git-buildpackage.]

Okay.  I've registered an Alioth guest account, so that part is ready.
