chrony in experimental depends on tzdata-legacy but it is no longer available
since you uploaded tzdata 2023c-3 into unstable. That makes chrony in
experimental uninstallable.
Could you please ensure that changes made to tzdata in unstable are merged
back into experimental for the time being?

merge the experimental changes into unstable.
