At this stage those locales haven't been dropped from the locales
package, they can't be chosen anymore in debconf, but they are still
supported if they were configured, or they can still be configured
manually by editing /etc/locales.gen. However, they have indeed been
dropped from the locales-all package.

It's probably better to just remove that file, as it has been marked as
obsolete for more than 13 years. It's probably something to coordinate
with upstream.
