At this point we are just following along with upstream's system;
if we are going to present a different set of zones to the user, I
think it should be planned somewhat carefully.

We could have something like

Xinjiang Time (Aksay, Anxi, Dunhuang, Subei, west Qinghai,
Xuwen, Haikang, Suixi, Lianjiang, Zhanjiang, Wuchuan, Huazhou,
Gaozhou, Maoming, Dianbai, Xinyi, Lhasa, Chamdo, Shigaise, Jimsar,
Shawan, Hutubi, Urumqi, Turpan, Karamay, Korla, Minfeng, Jinghe,
Wusu, Qiemo, Xinyan, Wulanwusu, Jinghe, Yumin, Tacheng, Tuoli, Emin,
Shihezi, Changji, Yanqi, Heshuo, Tuokexun, Tulufan, Shanshan, Hami,
Fukang, Kuitun, Kumukuli, Miquan, Qitai, and Turfan)

and have that just map to Asia/Urumqi on the backend.  I don't know
how much fun that would be for translators though.

Asia/Urumqi is in there already and has historical data back to 1928.
