This is the Version of WOODY/STABLE 3.0

If you have 99 Packages which are nut upgraded, you have=20
probaly a mixed system of STABLE TESTING and UNSTABLE.

What abourt correcting the=20

this will solv your problem... and the 99 not upgraded packages too.

Or try

apt-get install locales=3D2.3.2-7
