Hrm, I haven't run into this problem. I have:
-rwxr-xr-x  1 steve steve 2.7K Feb 18 10:33 rules

What is the exact error that you get?

Anyway, you should not need to rebuild qgis. "apt-get install
qgis/unstable" should work fine once you set up the pinning. Only
libgdal1-grass should need to be rebuilt because it depends on a wrongly
named libgrass package. This is a temporary bug in that package and has
nothing to do with unstable vs. testing.

Also, I don't get a .dsc file when I apt-get source qgis. Francesco,
should debpool be including the .dsc file in the .source file? Maybe
this is related to the problem Stephan is having.
