Please re-enable at least libffi for ia64.

I have built packages with gcj and libffi enabled on ia64, and they
seem to work fine.  In particular, gcj seemed to build a bunch of java
packages as part of its own build process.

My main concern is libffi; it's becoming more and more important for
porting packages to ia64.  Would it be possible to "de-couple" libffi
from gcj in the build scripts, so it would be possible to build libffi
for an arch even if gcj isn't quite right?
